Staff who answer each question with a short plain answer and one piece of local evidence (a forecast, a site map, pilot data, a reference call) move the project forward. Staff who answer with brochures or national averages usually get sent back for more work.

Key takeaways

Most questions fall into four groups: neighbors and the site, money and risk, the product and the environment, and people and schedule. Prepare an answer for each before the first briefing.

Answer cost questions with a method and your own numbers, not with figures from other cities. Elected officials will ask where every number came from.

“Will it smell?” needs two answers: how the process controls odor, and who answers the phone when a neighbor calls.

Officials want to know who carries the risk. Be clear about who owns the site, who operates it and who pays if the system underperforms.

Local evidence wins. Pilot data from your own feedstock answers more questions than any vendor presentation.

How to use this guide

Each question below has a short answer and a note on what staff should bring. Most odor forms when piles run out of oxygen, so the answer starts with process control: how the method keeps piles aerobic and how receiving is handled. Covered aerated static pile (ASP) composting with a GORE® Cover is designed to contain odors at the pile, but receiving, mixing and screening still happen outdoors, and the plan must cover them too. Bring the draft odor plan and the complaint process. In California, every compostable material handling operation must keep an odor impact minimization plan that includes a complaint response and recordkeeping protocol (14 CCR 17863.4). Our odor management guide covers the full plan.

How many trucks, and on which roads?

Answer with a route map and a daily count built from the tonnage forecast and typical load sizes for each hauler. Show the hours the gate is open, whether trucks pass homes or schools, and whether the facility replaces trips that already go to a landfill or transfer station on the same site. A facility on an existing landfill often adds few new trips because the organics were already arriving there.

Why this site and not another one?

Show the alternatives you screened and the criteria: distance to neighbors, prevailing wind, power, water, stormwater, zoning, room to expand. If you are in California, be careful here: before CEQA review is complete, an agency must not formally decide to proceed with a site that needs CEQA review (14 CCR 15004). Present the site as the preferred candidate under study, not a done deal.

Questions about money and risk

What will it cost, and what does that do to rates?

Answer with a method, then your own inputs. Annual cost per ton equals annualized capital plus operating cost, minus compost revenue and avoided disposal cost, divided by tons processed. Show each variable, its source and a low and high case. The cost comparison guide sets out the worksheet. Then translate the result into the rate or tip fee line the council actually votes on, and say which ratepayers it affects.

Who will run it?

There are several workable models: city crews, a contract operator on a city-owned site, a design-build-operate contract, or a contract to send material to a private facility. Each puts risk in a different place. The operating models guide compares them. If city staff will operate, bring the training plan. An article by Sustainable Generation (SG) on the Shafter-Wasco facility in Kern County, California, says county staff took part in multi-day training sessions led by SG’s operations team, combining classroom and field instruction (SG article).

What if it does not work?

Officials are asking about three different failures: the process (piles do not heat, odor complaints), the equipment (a blower fails), and the business (tonnage or compost sales fall short). Bring a contingency for each: backup equipment and spare parts, a disposal fallback for material that cannot be processed, warranty and support terms, and phasing so the city commits to one stage at a time.

What if the tonnage does not arrive?

Show the forecast as low, expected and high cases, with the committed tonnage separated from hoped-for growth. Explain how the design can be built in phases. The tonnage forecasting guide shows how to build the range.

Do we have to do this at all?

Sometimes, yes. In California, SB 1383 requires every jurisdiction to provide organic waste collection to all residents and businesses (CalRecycle). Other states have their own rules; see organics diversion laws by state. Where there is no mandate, the case rests on landfill life, cost and community goals.

Can we get grants?

Possibly. EPA’s Solid Waste Infrastructure for Recycling program has a funding opportunity for political subdivisions and was funded for fiscal years 2022 to 2026 (EPA SWIFR). As of October 2026, check that page for any open round. The grants list and the funding guide cover other sources.

Questions about the product and the environment

Is the compost safe?

Pathogens are controlled by time and temperature. The federal standard for biosolids composted in an aerated static pile is 55 degrees Celsius or higher for three days (40 CFR Part 503, Appendix B). Ask your state regulator which standard applies to your feedstock, and bring the testing plan: pathogens, metals, maturity, stability, salts and physical contaminants. The compost quality metrics list explains each test.

Where does the compost go?

Name the outlets: parks and public works, residents, landscapers, farms, sales. In California, SB 1383 also requires cities and counties to procure recovered organic waste products such as compost and mulch each year (CalRecycle procurement). The end markets guide covers giveaways, sales and city use.

Does this help with landfill methane?

It helps. EPA says food waste makes up about 24 percent of municipal solid waste disposed of in landfills, and estimates that 58 percent of the fugitive methane emissions from those landfills come from landfilled food waste (EPA). Diverting organics also saves airspace; the airspace guide shows how to estimate it.

Questions about people and schedule

How many jobs will it create?

Do not promise a number you cannot defend. Describe the roles instead: equipment operators, a site supervisor, someone responsible for process records, and maintenance. The staffing guide lists the tasks behind each role.

How long until it opens?

Give the schedule as decision points, not a single date: environmental review, permits, procurement, funding, construction, startup. Mark which steps the council controls and which belong to regulators.

Has anyone done this before?

Bring two or three reference facilities with a similar feedstock and climate, and a written summary of calls with their operators. Prince George’s County, Maryland, is one public example in SG’s material: according to SG’s profile, the county piloted an SG MOBILE® System in 2013 with food waste and yard waste before expanding to a permanent SG BUNKER® System in 2018 (profile).

Preparing the briefing packet

Before the first council or board briefing, assemble:

[ ] A one-page summary with the decision requested

[ ] Tonnage forecast with low, expected and high cases

[ ] Site map with buffers, truck routes and expansion area

[ ] Draft odor plan and named complaint contact

[ ] Cost method worksheet with every input sourced

[ ] Operating model and risk allocation

[ ] Compost testing plan and named outlets

[ ] Permit and environmental review schedule

[ ] Reference call summaries, or a pilot plan to create local data

[ ] A list of questions staff cannot answer yet, and when they will be answered

The last item matters. Officials trust staff who say “we will know after the pilot” more than staff who guess.

FAQ

When should staff first brief elected officials?

Early, before a site or vendor is chosen. A first briefing that frames the problem (diversion duties, landfill life, cost) and lays out the decisions ahead lets members raise concerns while they can still shape the project. Briefings that arrive with a finished plan invite the reaction that the council is being asked to rubber-stamp it.

Should a technology vendor present to the council?

Usually not at the decision stage. Staff or an independent consultant should present options neutrally. Vendors can support site tours or answer technical questions at a workshop, but a vendor pitch at a voting meeting can make members wonder whether the outcome was decided in advance, and it can complicate a later procurement.

How do we handle a question we cannot answer yet?

Say so, say what evidence will answer it, and give a date. Record the question in the packet’s open-items list and return with the answer. A pilot, a site study or a reference visit often closes several open questions at once, which is one reason to schedule them before the approval vote.

Should council members visit an operating compost facility?

Yes, if one with a similar feedstock is within reach. A visit on a normal working day answers the smell and truck questions better than any slide. Check your open meeting rules first: a group visit by a quorum may need to be noticed as a public meeting.

Next step

To see how a covered aerated static pile works before you brief your council, read How It Works.
